GCQ Alert Level 4

Metro Manila will be shifting from ECQ to the new Alert Levels System with Alert Level 4  starting 16 September 2021 until 30 September 2021. During this period, persons younger than 18, older than 65, those with comorbidities, or those who are pregnant must stay at home.

Save for those areas affected by granular lockdowns, the restrictions implemented under Alert Level 4 will be somewhat similar to the previously implemented “GCQ with higher restrictions” with a more relaxed set of rules for economic activities. The following activities are allowed, but only for fully-vaccinated individuals:

  • Dining in restaurants at 30% capacity for al fresco dining and 10% capacity for indoor dining;

  • Availing the services of barber shops, beauty salons, and hair spas at 30% capacity for services done outdoors and 10% capacity for indoor services;

  • Religious Gatherings 30% capacity for gatherings done outdoors and 10% capacity for indoor seating.

The following activities are also allowed:

  • Interzonal and intrazonal travel for people not required to stay at home;

  • Individual outdoor exercises for all ages regardless of vaccination status, but shall be limited within area of residence;

  • Gatherings for necrological services, wakes, inurnment, or funerals for those who died from causes other than COVID-19.

Government offices are fully operational but with at least 20% on-site capacity. All other establishments not listed as prohibited will be allowed to operate at 100% capacity with the implementation of health protocols.

Under Alert Level 4, the establishments that are prohibited from resuming their operations are:  

  • Libraries, archives, museums, galleries, cultural shows, and exhibits;

  • Indoor venues for meeting, incentives, conferences, and events;

  • Cinemas;

  • Karaoke bars, bars, clubs, concert halls, and theaters;

  • Outdoor and indoor amusement parks;

  • Internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues

  • Indoor limited face-to-face classes, except those previously approved by the national government;

  • Casinos, horse racing, cockfighting;

  • Concerts and parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers, parades, processions, motorcades, and gatherings at residences with any person outside one's immediate household;

  • Fitness studios, gyms, spas, or other indoor leisure centers or facilities, and swimming pools

  • All contact sports, except those conducted under a bubble-type setup approved by the LGU

  • Medical aesthetic clinics, cosmetic or derma clinics, make-up salons, reflexology, aesthetics, wellness, and holistic centers

  • Acupuncture and electrocautery establishments

  • Massage therapy including sports therapy establishments (home service not permitted)

All other activities not mentioned or those not affected by granular lockdowns may be allowed to operate at 100% on-site or seating capacity, provided that minimum public health standards are implemented.
